The Legislators Fellowship

Introduction

The Leading Young MCA Fellowship is a one-year leadership development program designed to connect and cultivate a pipeline of change makers committed to tackling emerging issues in their communities. 

Leadership in Africa faces significant challenges across governance, business, and youth representation, creating barriers to sustainable development and economic progress. Governance is often undermined by corruption, weak institutional capacity, and leadership longevity, which erode public trust and stifle innovation. These issues are compounded by a lack of youth involvement in leadership and decision-making, despite over 60% of Africa's population being under the age of 25.

The economic empowerment of African youth is in crisis, as they face disproportionately high unemployment rates—averaging 15-25%, and reaching over 60% in some regions like South Africa. Limited access to capital, a mismatch between education systems and job market needs, and inadequate digital infrastructure further exacerbate the problem, leaving many young people excluded from economic opportunities. Moreover, youth-led businesses struggle to thrive due to the continent’s $330 billion Micro, Small & Medium Enterprises (MSME) financing gap and restricted access to financial resources.

The disconnect between traditional and modern leadership models also contributes to the leadership crisis, as many African countries grapple with balancing tribal leadership systems and formal governance structures. Without urgent reforms to promote transparency, youth inclusion, and business innovation, Africa’s potential for growth and development will remain significantly underutilized.

Our Governance Footprint 2025

Over the years, our programs have had the privilege of engaging participants from all 47 counties across Kenya, fostering a nationwide network of leaders dedicated to transformational governance. Among them are distinguished public officials, including Senators, Members of Parliament (MPs), and Members of County Assembly (MCAs), who have benefited from our leadership and governance training and together, form our Alumni Network.

As we step into 2025, our governance program narrows its focus to the MCA Fellowship, a specialized initiative designed to empower elected and nominated MCAs with the values, skills and knowledge necessary for transformational leadership. This year, the program spans 24 counties, with 41 dynamic participants who embody our commitment to diversity, inclusivity, and regional representation.
